Unable to access URL's on Lawson Windows servers

At some point, we were no longer able to access URL's for our Lawson portal, LBI apps & Oracle OEM console from our LSF servers & LBI servers. Thinking it was probably a policy that was pushed out by our Tech group to our servers that is prohibiting the URL's from being accessible. The URL's are all accessible from user workstations through Internet Explorer except for the Oracle OEM which I can get to on my worksation through Chrome only. Can anyone tell me what settings in IE may be prohibitting the access to these URL's?

In order to use OEM I had to run the following command on my workstation-
certutil -setreg chainminRSAPubKeyBitLength 512
