restrict users from changing customer order status

Need some help figuring this one out.

I want to allow only specific users from changing a customer order status from Closed to any other status.

Anyone know how I can do this?

An update database trigger could do this with relative ease.

Otherwise, if you want to keep it inside of Visual, a workflow could be setup to control this as well.
