Benefits On-Line Life Events Enrollment Dependent/Spouse Life

We are trying to roll-out Life event enrollment and are running into an issue enrolling in Dependent/Spouse enrollment when Associate voluntary life is not part of the enrollment process. The way that our plans are set up is that associates are not able to newly enroll in associate life during a life event, however they are able to enroll in Dependent/Spouse life insurance if the life event would allow them (i.e. Birth, Adoption, Marriage.) Since we do not have associate voluntary life as part of the enrollment process, the system will not let them enroll. We are wondering how other companies with similar plan set up are handling this issue?
