IC11 access for Billing Item Entry?

Are you allowing AP/AR to have access to the IC11 to set up and maintain Billing Items? If not how do the Billing items get set up if you are using Billing (BL20) invoice creation?

Our AP/AR does have access to set up and maintain these items. We have auto numbering so she calls us when she needs to set up some of those items. She let's us know when she has finished and we then turn auto numbering back on. Thanks
