COBRA Waive Plan Setup ~ ACA

I am in the process of setting up COBRA waive plans for ACA process use. I am running into an issue with this setup and would like to get some suggestions on it.
The dilemma I am having is that I have 2 health plans that I will need to create a COBRA waive version for. These plans will be used to enroll any employees I have that are still employed with our company but exhausted their leave and then were offered and did not accept COBRA coverage. Both of these plans have various coverage options (employee only, spouse only, etc...) with different premiums associated with them. I am struggling with getting the premiums attached to each coverage option...can anyone provide their setup for this? Do I have to create a COBRA waive for each coverage option to show the correct premium for ACA purposes?

You don't need COBRA waive plans for ACA purposes. You only have to provide a form to the employee and or dependents if they enrolled in COBRA. For example if they were on leave in 2015 and termed because of that but didn't elect the COBRA then they would just be 1H 2A for the months not employed with no premium attached. Does this help?

According to the KB from Infor on COBRA enrollments, you do need COBRA waive plan setup to process ACTIVE employees who were offered COBRA because they exhausted leave and did not enroll in COBRA. This is the only way the Infor ACA solution can handle these particular situations.
You do not need a COBRA waive plan if you ONLY have employees who have termed and then been offered COBRA and not elected it.
Any one else weigh in on this topic and how you are handling active employees who exhausted leave, who were offered COBRA, and did not elect it?

We have so many of these mostly employees that go to a non-budgeted position during the year. We created a waive plan per the instructions and made it a ACA plan and created a group for only these people and put the waive plan on the employee's bn32. neither bn990 or bn991 picks it up, it just leaves blanks like it doesn't know what to do, so we are creating bn27.2 records for all of them which is a major pain. Is there a better way?

The BN991 logic is based on the employee only being eligible for one COBRA waive plan. You may need to create an employee group for each waive plan, only allowing the employee to be only eligible for one COBRA waive. Hope that helps.
