What is the need for the bottom half of the work eligiblity tab?
Seems we can track any forms under Doc 1 and Doc 2.

The bottom half is to document employees here on visas. We track the type of visa and the expiration date.

Is there a reason not to just track the VISA in the top half? I haven't had to do much tracking of documentation so I'm trying to understand best practice.

It would depend on your organization policies. We prefer drivers license and ss card to prove work eligibility, and we have some employees with green cards in addition, so we use the bottom for anyone that is not a US citizen.
I dont see a problem with defining the top fields to do what you want as long as you are gathering the required data for your business needs.
