Does anyone have a PTO donation plan?

Looking for a way to set up a plan where employees can donate PTO hours to a "fake plan" not connected to any one individual and have different GL code. When the recipient employee receives paid leave hours from the "fake bank", the leave time would need to be converted based on the recipient's employees pay rate, so that the dollar value of the surrendered leave remains the same.

We had to set up a "fake" employee and enroll him into the "fake plan" so we could connect the balance to someone. This made it possible for us to run transactions in and out of the plan and log the history. We make the corresponding entry for the employee receiving PTO. NOTE: We did this when we went live and before we turned on all the required fields. Our fake employee has very little demographic information, no pay rate, not benefits eligible, etc.
