ACA Eligible Employees Enrolling via EMSS

For the ACA law, eligible employees are eligibile essentially every 1st of the month. How can we setup Lawson EMSS to allow employees who are eligible to enroll in our Health plans throughout the year as required by ACA law?
This situation isn't quite Annaul Enrollment or New Hire. What makes most sense to me would be Lawson creating a new type of Life Event called ACA. How are others handling this? We are on Lawson 9.0.1.12 & EMSS 10.0.1. Thanks,

I've not read anything that indicates this. Could you provide more info on where you are getting it?
