Pay Code Rate by Rate of Pay

We are looking to add a flat dollar amount based on an employees rate of pay (ex: night shift flat amount for rate of pay over 25/hr would be $5/hr and under the $25 would be $3/hr). Is that possible? I know it can be done by job code.
