Set up a RS plan with both EE and ER deductions

Does anyone know if creating a RS plan with both EE and ER deductions is possible? We are trying to create a plan that allows an employer to contribute a dollar amount/percentage of the HCRA. Does anyone have successfully set this up or how does your company handle this?
Any help would be appreciated.
