ACA IRS Test - BN990 Payroll Year does not exist

We are trying to follow the steps for the IRS Test file and receiving the error message "Payroll Year does not exist" when trying to add the BN990 job.  Has anyone encountered this error when running the BN990?  I have opened a ticket but not hearing back from Support.

This was an issue back in February. Do you have the CTP with this fix in it dated 2/25/2016? Reference JT-883767.
