Also, the Name of the Manifest file created on the server was truncated (1094C_Request_BB8WV_20160608T122719000Z-Manife) and the contents of the Manifest file is incomplete.

Has anyone experienced this and has a solution?

Update: This is no longer an issue. We discovered that if we did not use the Options tab, Path Override field, that the job does not go into recovery and produces a good manifest file, both in file name and in file content.
