IRS Test Transmission Failure

Has anyone received the error "Rejected Submission-TIN Validation Failed for ALE Member's EIN"? Any ideas on what we need to do to correct the error?

We are getting the same thing with our Test. My accounting manager found this today - www.irs.gov/.../AIR_May_24_2016_Webinar_Presentatiion.pdf

It says that we should not be submitting live data as the Test is not secure, didn't know that. Also says they do not validate the TIN during testing so not sure why I have 13,000 errors for TIN Validation Failed. Question 11 in this presentation is the exact question but the answer doesn't make sense. They don't have a tool to validate but they somehow know they are invalid...

The IRS has specific range of EIN/TIN/ SSN numbers they expect on the Test system. All of these would be "invalid" in the real world. Perhaps the TIN Validation error occurs because the TIN sent was out of this range. Doesn't make a lot of sense if they are not performing validation, but perhaps it is just a quick and dirty range check.

I just looked at our file to see if I noticed anything missing or not correct. In our field for TINRequestTypeCd the value is "Individual_TIN". Does it need to be the employee's SSN or the employer's EIN? How would we get something to populate there and is this what it is giving the error for?

That field is for specifying whether the number being sent over is for an individual (e.g. an SSN) or a company. There is nothing wrong with the value you've indicated.
