ACA Transmission error: "content blocked due to policy violation"

Has anyone gotten this error when starting your transmission:

"content blocked due to policy violation"

We finally talked to the IRS on Friday, 6/24/16 and found it was a security error on our end. Our security and network folks worked together to get our Benefits Manager the permissions to transmit the file.
