How to set security on ReqDeductCreate on HR11.1 (HR11.1 -> Actions -> ReqDeductCreate)

I'm trying to figure out how to give someone access to the ReqDeductCreate function on HR11.1 -> Actions -> ReqDeductCreate.   Can anyone point me in the right direction?   The user presently has limited access to HR11 and I want to keep the class as restricted as possible

Create a unique role such as hrreqdedcreate. Then limit that role to that function on hr11 in LSF security. Perhaps include I, N and P.
