Error Message from ACA Transmission upload

Yesterday we tried several times (unsuccessfully) to submit our ACA files.  I did not create a test file this year, it was my understanding that was not necessary?  I have checked the manifest file and the code is set to 'P'.  Is there something I'm missing?  Has anyone else received this error?

This the error we keep receiving:

[TPE1130]  Our system has detected an error with the Test File Code of your Manifest file.  Please check the file and try again.  Please note that the Test File Code value of 'T' is used for AATS transmissions and the Test File Code value of 'P' is used for transmissions intended for IRS compliance processing

I haven't submitted mine yet, but noticed that all of my manifests have the TestFileCd T.



We have one PL who's FEIN is the HR Company, and on that BN27.1, topic Y1 I am able to set that Test File Code to P, even though the manifest still indicates T. My other PLs are independent, but I cannot set the Y1 to P - it only allows a blank. The error message reads: This record must be entered with Report Entity = spaces. I didn't get this message last year after passing the IRS AIRS test.
