XML file not finding schema for ACA

My IT person is having trouble getting the xml verification program to find the ACA schemas. Has anyone had this issue and can help?

We used this version of the schema: www.irs.gov/.../aca_schema_pck_ty2016v3.3.zip

And used Microsoft XML Notepad to verify: xmlnotepad.codeplex.com/
