ACA Manifest File Schema Failure [TPE 1106]

Hi All,

We are struggling with getting our 1094B and 1094C file submissions accepted by the IRS. We are receiving the following error:

"[TPE 1106] The manifest file does not match our current schema. In particular, our system has detected a potential issue with the following element(s): p3:UniqueTransmissionId. Please review the published schemas located here, correct any issues, and try again."

There is no difference I can find in the formatting of the UniqueTransmissionId. Also, although I'm successful in validating the schema of the forms files, I'm not successful at all in validating the manifest schemas - is there a trick for validating the manifest files?

I have compared the manifest file generated this year with what was generated last year. The only relevant difference I can find is the ACAUIBusinessHeader last year had: xmlns:p3="urn:us:gov:treasury:irs:ext:aca:air:7.0"

This year the file generated has: xmlns:p3="urn:us:gov:treasury:irs:ext:aca:air:ty16"

If anyone has successfully submitted their files their files to the IRS, could you please let me know which of these values your file has for this year?

Any thoughts or suggestions you might have would be appreciated.

I was at the same point on Friday...have you loaded all of the ACA patches? Once I made sure I had all loaded and tried the BN299 process again, I no longer had the issue. Can't tell you which one actually resolved my issue, but that's a place to start. Good luck!

Hi Eileen,

Thank you for your reply. No, we didn't take all the ACA patches because once we had all our codes correct and forms mailed, we only took patches where the description looked like they were required for filing. We never saw a patch that indicated it corrected an incorrect manifest file format.

Could you please do me a huge favor and compare your manifest file from last week that were failing with the one what was successful and see if you can see any obvious difference in the format?

The only diffs I am seeing is the same as what you reported in the xmlns.... area and there is a different unique transmission ID. I opened a case with Support on Friday to try to find out where it getsthe 'unique transmission ID' from but never got a response. I, unfortunately, followed the same rationale as you did as far as loading patches but was getting worried about the lack of time left to get this going, so I just loaded all the patches that I was missing yesterday and hoped for the best.

Hi Eileen - thank you for the info. Just to clarify, did the file that worked have xmlns:p3="urn:us:gov:treasury:irs:ext:aca:air:ty16" ?
