Open Enrollment for employees on Leave of Absence

This is our first year using Lawson for Open Enrollment. We have a question about how other organizations capture Open Enrollment changes for employees on leave that cannot access the intranet to fill out elections in ESS. In our legacy system we used online Open Enrollment for all employees but sent a paper benefits enrollment statement to employees on leave that they would fill out and send back to HR. How do others handle this in Lawson?

This is my first year also and I have decided to have a "passive" enrollment and also give everyone an enrollment form in case we have issues to manually input the changes.
