Open enrollment "You already have other benefit elections prior to the annual enrollment date"

We started OE yesterday and we are receiving complaints that employees are getting a dialog popup when entering Open enrollment.
This is only affecting a portion of our employee population. We are unable to loacte anything in common between those affected employees. These employees do not appear on the BS31 (Web Pending) . Support indicated that we should adjust our "CURRENT BENEFIT DATE" on the BS01 (Benefits Enrllment Rules) from 01/01/2015 to 12/31/2015. Well this change had no affect on our PROD environment, but it did have a positive affect on our TEST environment. I can now emulate those users in TEST and can correctly enter Open Enrollment. The date change did not fix our PROD environment.
Our patch levels are identical between TEST and PROD. The PROD database was copied to TEST prior to the start of open enrollment. I believe the only task that has been completed in PROD and not TEST was the BN103 to enter stop dates of 12/31/2015 for existing plans. There are no stop dates entered into TEST at this time.
We are into our second day of Open Enrollment and folks are getting upset about the error. Support has this in research status but I thought Iwould check with the community to see if anyone has experienced this before.
We are LSF 9.0.1.12 and EMSS 10.0.5 patch 30

On the BS01 for your annual enrollment, what date are you using in your New Election Date? For example, our New Election Date is 1/1/2016. If any employee already has a benefit on BN32 with that start date or later, they get a message like you provided. I would look at the employees that are getting the message and see if they have a benefit on BN32 with a date equal to or after your New Election Date on BS01. We have this situation with new hires after 10/1 and the waiting period we have for a couple of our disability plans. What we had to do was create an employee group for those employees and not include those plans that will have a start date 1/1/16 or later.

We are using 01/01/2016 as the New Election Date. We do not see any BN32 entries with a start date greater than or equal to 01/01/2016.
After changing the Current Benefit Date on BS01 from 01/01/2015 to 12/31/2015 we are able to enroll those same employees on TEST, but that date change has no apparent affect in PROD.
