Need for a new Form in GHR

Is it possible to create an entirely new form in GHR through Configuration Console? I can configure existing forms and lists and create new fields but I am needing an entirely new form added with new fields?

In Landmark 11 that is possible. You see a User Form section in Configuration Console. This is not possible in Landmark 10.1.1.
