XML manifest error "...has already been declared"

All: I tried to read through all of the manifest error threads, but didn't find my issue.

My submission file validated fine, so I know that my schema files are all ok, but my manifest file is creating errors on almost every line. Each error message ends in "has already been declared."

Has anyone else encountered this error and/or know what I'm doing wrong?

Jenn, it sounds like there is an xml syntax error, as opposed to the data itself being bad. If it is this type of error, I think that the easiest way to catch it would be to validate your manifest using an xml reader. I have attached Lawson's instructions for doing this to my reply.

Hi pbelsky,

I am in the process of validating through an xml reader (a free notepad version), which is how I am finding and correcting the address errors on the submissions. I've just never experienced this error before when validating the manifest files. I haven't submitted anything to the IRS yet. I've searched in Extreme for this error message, but nothing is coming up. This is year 3 for me, so I thought I'd have smooth sailing this time around...

Jenn, I poked around on the internet a bit and I could not find this error in any of the IRS's ACA stuff, but I did see this error phrase on several technical question and answer forums, and it sounds like the "already been declared" error might have to do with the declarations that are at the top of the manifest - where all the "=" signs are. Do you have your manifest from last year? An idea might be to compare the file that is throwing the errors to last year's good manifest line by line, especially the top part. Check the words and also the punctuation and other symbols that the xml uses.

Or, I know it's a gross option, but you can call the IRS and see if they can point you to the common cause of this error.
