ACA IRS Upload Error

For the ACA files, the files uploaded and we received the Receipt ID / Date & Time. However, there is an Error listed at the bottom of the Transmission Confirmation page "System authorization error - SysError2"

I cannot find the error code anywhere in the documentation or the IRS website. The same person as the previous years logged on to the AIR website to upload the files. Has anyone seen this type of error code before?

We are receiving the same error, and have yet to resolve the problem. Our Benefits Admin was on the phone with the IRS, but didn't get much help. They suggested that we send a Replacement file. So we ran BN299 as a Replacement and sent that one. However, we are still receiving this same error. I had posted the same issue here a few days ago.

We are going to check the file status tomorrow to determine if we need to send another file. It's helpful to know that someone else has experienced the same issue. Thanks for the information.

We're receiving a similar error, but it's System authorization error - SysError1. Error Code HEADER-005.

Found this in Publication 5165 under section 5.1.3. Mainfest Verifcation Failure:

Verify that the Transmitter Control Code (TCC – included in the ACA Business Correlation ID) is valid, in the “Active” status, and authorized to transmit the Information Returns included in the transmission (Note: If the transmission is rejected with Header-005 or Header-006 (SysError 1 or 2) wait 24 hours, then retransmit.)

We waited 24 hours and still received the same error the following day. We're going to give it at least 72 hours then try again. Our Benefits Admin also did not receive much help from IRS.

I submitted files and received error code 6064 and one tp1135 - when the primary person updated his security had submitted the files and they have been processing since the 15th. I emailed the www.airs and they are researching it.

We also saw the note in this publication and did wait 24 hours - first when resending the original file and again when sending the replacement file. The error was still received on both resend attempts.

Any update from anyone on this particular error? We are still unable to submit. We're still getting the same error message and it's been ten days since last attempt.

We still do not have any resolution and requested an extension. The Benefits Analyst was out for several days and plans to contact the IRS although it sounds like from others that the IRS didn't help them. Hopefully someone can figure this out.

Did anyone who was getting the Header-005 error ever get their file to go through and what did you have to do? I received this error today and IRS website doesn't really say anything about what needs corrected.

Natasha, I regenerated the SHA-256 for the files and that corrected our issue.

I am using this website to regenerate is http://onlinemd5.com/. You can just drop your file in there and it generates it for you. Just trying to make sure I am doing this right, do I want to drop the manifest in there or the regular data file to regenerate the check sum? I feel like I have done it both ways and it still won't take it, but just wanted to double check.

Run the utility against the xml file

Paste to the Verify Hash with Generated Hash field then Verify

Copy the SHA-256 and paste in the manifest file

I used a different utility but I think others used what you referenced as well.

** Caution ** on "just dropping your file in there"... consider the data that you are "dropping" onto the website. Do you have a confidentiality agreement with the owner of that website? Do you know what security controls are in place?

Does anyone know if your file was partially accepted or accepted with errors if you have to send a correction or replacement file? We had one of our files that was partially accepted and one that was accepted with errors, but we can't get the the correction files to be accepted, so I am wondering if this is even something we should be worrying about.

I believe 'Partially accepted' means that your transmission contained more than one 'submission' (EIN) and one or more 'submissions' were accepted and one or more were rejected. In this case you need to send a replacement for each submission that was rejected.

'Accepted with errors' means that one or more of the individual employee records has an error. You should submit a correction for each of these employees if you have the necessary info available.

When you checked the status of your transmission, you should have downloaded the error xml file which lists each of the errors.

Did generating a new SHA-256 work for you? We are (still) working through a few 2017 corrections and had no trouble submitting a correction file in December. We generated a new 2017 correction file (marked it as prior year = Y) and when uploading we received 'System authorization error - SysError1 HEADER-005'. From what we could find this error message it pertains to the status of our TCC code which doesn't seem to make sense since the Dec file for the same TCC code was processed fine.

Any help is appreciated! Got to get 2017 behind us and then switch gears to uploading 2018.
