BSI TF 10 loading regulatory bulletins

I am having difficulty figuring our how to load regulatory bulletins to our new tF10 application.
Does anyone have a document with instructions you could share, please?

When loading your bulletins in the past versions, did you always make sure your Lawson system was down?

We don't take Lawson down but do make sure all payrolls are closed and that payroll is notified to keep payrolls closed until bulletins are loaded.

Yes. BSI had told me that the application of a regulatory or cyclic data file to the database while access of any kind is occurring from Lawson the update can be corrupted. I decided to believe them and not risk it. It is easy for us to do that because we have a weekly short downtime for a computer center fail-over, and I just do it during that window.

We have EMSS enabled, so there is constant calls to BSI from ESS Payment Modeling.

We have never taken Lawson down to load bulletins. Is this a new requirement?

Not a new requirement, a very old one. Here is a communication between me and support@bsi.com back on December 3, 2010:

You can load Regulatory Bulletins in BSI TaxFactory as long as you are not running a live payroll in Lawson. You can also do maintenance in Lawson as long as Lawson is not Interfacing with BSI TaxFactory at the same time.

What would cause Lawson to interface with BSI - in other words, what kind of activities shouldn't be done at the time of the regulatory updates?

I mean that as long as you are not sending anything From Lawson to BSI in order for BSI to perform a calculation ... as long as you are not making a call to BSI TaxFactory from Lawson, you can load Regulatory Bulletins.
My Summary:
Lawson calls BSI from multiple sources, including Employee Self-Service.
To be sure that there are no calls to BSI while applying regulatory tax updates, Websphere must be down (Lawson can be up). Without Websphere the portal is not available for users to log in.

Okay - not a requirement to take it down then (my interpretation). We've never taken Websphere down to do them either. Our payroll department is responsible for loading these bulletins, and we've been doing it this way since our go-live over 10 years ago, with no issues, so I guess we are good.

When we apply bulletins we dont take websphere down but do deactivate some ess pages (have an unavailable message on them) that could do calls to bsi. Our bulletins, v2 updates and cyclics are done overnight so there is not much payroll impact.
