ACA XML File Rejected

We are attempting to upload our XML files to the IRS and are receiving an error on the manifest: "The value of the Manifest 'TestFileCd' must equal the value stored in the IRS database governing the status of the 'FormstypeCd'." We have <p3:TestFileCd>P</p3:TestFileCd> on the Manifest file. Has anyone else received this error?

Not to ask a **** question, but did you go through the test process with the IRS?

Not this year - I was told if we did it last year, we don't have to do it every year. Is that not the case?

You do not have to send a test each year and in fact you shouldn't. Did you accidently run the BN299 as a TEST in the parameters?

No, you shouldn't have to. We also have a P in ours.

No, on BN299, Final IRS Submission is set to 3 - Final Update.

We went straight to production, the only issue is that I made a stink because the errors do not have a line number to match too. they told me that it is in programming. I downloaded alova xml spy to try to find where the errors are
