Does anyone have an Addin Upload for PA21.1 to update the Renewal Date? I can't seem to get the Template sample to work.

The trick to PA21-Change is to use the Object ID. In case it may help someone in the future, attached is an add-in upload for PA21-Change using the Object ID.
(Can't upload a .uwf so, rename the attached PA21_1.txt to PA21_1.uwf)
