On EMSS state Tax Withholding, do you list all of the values provided OOTB (out of the box)? Or do you apply some type of customization so that only certain values that pertain to your particular state are displayed?
If you list all of the values, do you have some type of process/procedure to help you identify those people who selected values that do not apply to your state so you can contact them for the corrected value?
