Needing to be able to run a report for Leave Balances as of a certain date

In S3, we are trying to run a sql report to show employees leave balances as of 06/30/2018, then what they accrue and use after 07/01/18.  I can find the table and field for the current balance but am wondering if there is any way to find a balance as of 06/30/2018?

What has worked well for us is to query the TAEMPTRANS table and sum TA-HOURS for BALANCE-TYPE = 3 through the date you are needing. That will get you the balance "as of".
