Security Administrator missing security roles for Assign Values on new laptop

I've gone 'brain dead', I got a new laptop and installed Security Administrator. When I go into User Maintenance and attempt to assign an additional role I don't see any values to pick from, only the values that are currently assigned to the user. I've encountered this before with a new device but don't remember how I resolved this.

Did you install Resource Manager also? (RM Adminstrator). That might help.

RM is also installed on the LT

It's been quite awhile since I have had to install this client, but I know if you try to run the add-ins install without running it as administrator it appears to install but you never see any tables listed.

Click the BACK button a few times. You will get a filter criteria list. Fill in some values that make sense for you. I have mine set up for "ID = *". Click Next and decide what fields you want displayed. When you click Next a third time it will work as you expect it.

No idea why it works this way, but that's what it does.
