BN299 Correction file for 2017

I need to submit a correction file for 2017 ACA forms. On the BN299 would I put Y or N for prior year? I don't know at what point in time 2017 will be considered a prior year. I opened a chat with Infor and they are not finding anything to justify putting it as a Y/N. Any help would be greatly appreciated.

I did find information on the IRS site that gave guidance on when the Prior Year indicator should be Y (versus No). Prior Year = Yes when Payment Year is 2 or more year prior to processing year. I interpreted this as Payment Year = Form Year; Processing Year = generating file year. So in my situation Prior Year = No since it is for 2017 forms and file is being created/submitted less than 2 years from form year.  Screen shot from IRS business rules is attached.
