Lump Sum Payments in GHR Compensation Planning

We are trying to establish compensation planning and need to have employees who are over the max in their range receive a lump sum payment.  I have tried several setups and calculated budgets but none of my test cases that are already over the max in their range are getting a calculated amount.  Has anyone set this up and have any recommendations on how to get the budget calculation to create these?

We implemented this and used it just in May for budget calculations. Our setup for Lump Sum payments was a Flat Amount. We checked both the Calculate Flat Amount and Reduce Budget boxes and set the Percent of Salary Range Threshold at 100%. That allowed those that were reaching top of range to get there and the additional to be calculated at as a lump sum and those that were already over went right into a lump sum amount.
