When Open Enrollment ends, how are employees who made no medical elections coded?

Are they entered in a waived plan although they didn’t actually waive?

We enroll them in the waive plan, and made a user field called NE/NW for No Enrollment No Waive that we use as a way of tracking those who neglect to enroll within the Open Enrollment or New Hire/Rehire process. It's more for our records should we get audited, or have an employee come back after the fact and claim we didn't offer benefits. We also send reminders to employees throughout their enrollment windows if we haven't received notification that they've completed the process.
