Open Enrollment - Records Updating when they shouldn't be

We just started our open enrollment and for some reason, instead of making the elections as pending, the system is updating records. We set up our system the same way last year and it worked, and not it's not.

We only have two sets of rules on the BS01.1 one for new hires and one for open enrollment.

They both use the same employee group and are both set up pretty much the same way but for some reason our annual enrollment elections are updating. We can't figure out what is set up incorrectly. HELP?

Rule Type: A (Open Erollment)
Group: ENRT:ADMIN
Cost Divisor: P
Immediate Update/Display Flex Dollars/Dep Option/Smoker Status = NO
Enrollment Range: 10/28/2013-11/10/2013
Current benefit date:: 10/28/2013
New Election: 1/1/2014

We have our new hire enrollment set for immediate update and annual enrollment is set for pending. Both cannot be set to the same setting because that will cause confusion amongst the elections.

We had it originally set up that way and it was still updating the open enrollment benefits when we had it set to pending. We just changed it before I put up the post.

Did you change the Enrollment Date Range, Current Benefit Date and New Elect Date on your Annual rule?

We called Lawson and found out that even though you place the election as pending for open enrollment it still automatically end dates the benefits in the system for the elections that have changed. The new election is what's actually pending until you run the BN531 upload file.
We couldn't find it anywhere in the manuals where it says this, but apparently this is how it works by design.

For several years and versions, we set our current benefit to end 12/31 when new election is 01/01. Also, we have setup as immediate update. The only issues come from manually incorrectly adjusting employees (BN32) and the interaction with ESS.
