IPA Channels

I need to test some IPA flows in DEV that use file channels.  When I try to activate the channel and receiver I get a message that the channel is disabled.  How do I enable the channel so I can activate them and test?  TIA

I had something similar to this last year. I found the process flow was never uploaded to Dev and a Trigger was never set up. Simple to overlook but it fixed the issue.
