Have you tried to refresh the metadata for ION-API? For example if you create a new custom API (CMS100MI) in M3 you need to refresh the metadata in ION-API before it is available. You can refresh the metadata in ION-API --> API Metadata --> Refresh Metadata.

Same here in release 28. We moved today to 12.0.32 and the API is showing itself !

I don't know precisely if the repository in Infor OS is based on the current realease of the product or if Infor OS is automatically updating his repository based on MRS001.

If you check the answer of Vignesh (26 June 2019) "How to update the specific ION API suite..." topic, it seems that the ION API repository is based on IOS release.
