New Community Group - how do these initiate?

We are in process of migration to CloudSuite HCM and part of Finance.

I would think there would be a Community group for Cloud but don't see any.

Though I know there are not a lot in cloud yet in multi tenant environments, but I think it would be valuable resource for those of us that are.
Anyone else agree?

Do you know how new groups get created for the Community?
