LTM Rich Client- Rebuild Reporting Relationship Utilities

In LTM Rich Client- when I update the "reports to manager" on the "positions is manager", a box pops up to remind me to run the Rebuild Reporting Relationship Utility.    Is this something I should be running and if so how often?   What are the implications of running it?   Or not running it?   Should it be scheduled to run every so often?

My understanding is that if you do not run the rebuild the Organization chart and possibly the Reporting to hierarchy will be out of sync. We used to see our HR department run it on demand but were seeing system issues so we are trying to schedule it to run after hours. I would at least run it once week.
