Tapping into the data with an outside program

Is it possible to use a Visual Basic WinForms Program to Insert, Update, Delete Data in a table that is created through the New Data Maintenance Wizard and have the data visible in SyteLine?

You could, but why would you want to? The point of the Data Maintenance Wizard is that it creates a form for you from which you can do Creates, Reads, Updates, and Deletes. For WinForms, you could utilize either the REST or .NET API.

What is REST? Also because I want to build a quoting module In both SyteLine and also into a standalone program or Website to alleviate the issue of need for seats.

Coding around the license requirements is a violation of your software license contract with Infor. Probably not something you want to admit to on an Infor forum.

I wouldn't think that Infor would have that much of a problem with it. However, the license for SQL server that comes bundled with Infor is and ISV (independant software vendor license) an requires no additional CAL's as long as you connect through the Infor framework. However, if you connect directly, you are violating the SQL server licensing and would probably need to buy SQL CAL's.

That said, you can also get Automation licenses for Syteline. I've been told that this will cover you for outside development, but I actually haven't confirmed that for myself yet.

Nothing has been done yet. How could I obtain and End User License Agreement for the product we use?
