Define an input variable and an output variable. The incoming xml document will be in the input variable. Parse the xml string into minidom or similar. Make whatever changes you need to make to the content or xml structure and then write the xml to the output variable ( eg minidom.toxml ).

ION is not a great development environment for developing and testing complicated scripts. Probably better to use Visual Studio and then paste the script into ION once you have it working.

You can write a python script under Scripting->Scripts in ion desk. And later on you can call it in a workflow

Is this Python scripting capability available in ION on-premise or only the Cloud version?

Only in the Multi-Tenant cloud version.

I suggest to use Pycharm it's more easy to use with Python

I use PyCharm and Repl.IT. Repl.IT has the advantage of working in the browser without any setup.
