Hi Luis,
in Designer there is a setting which will kick users off the system when it does the recreate. You have to think though - if you do a complete reload of the database - the structures / rules may be different than what they are looking at ( so data may be incomplete).
Inform the users and then get them to 'refresh' their browser when done (ctrl+f5 is what i usually recommend).
