I would like to know/confirm is the ION workflow email will not include the attached attachment in it?
From my observation, the attached file did seen/show in workflow Task but not workflow Email.

It won't work.
You could do some workarounds by:
storing attachment on a shared drive and send link to it i e-mail,
Storing attachment in IDM and running IDM API in workflow that would send IDM attachment separately,
I encourage Customers to store attachments in IDM and add drillback links in tasks to IDM attachements.
They need to get used to it, but it works and You can easily find them later.
