Can I customize what shows up on certain pages by user?

Can I customize what shows up on certain pages by user? For example, if I have a widget with links, can I show different links to different people, or if I have two widgets with links, can I show one to some people and one to others based on some role or permissions?

You can control Widget using permission / security roles.

If you use Dynamic Pages, then you can control very granular such as items in a menu. HomePage Security Policies can reference custom User Properties giving lots of options.
