In V12 Consolidation, is it possible to create parents customized reports in Left Menu, at the same level as "Entity Reports" and "Group Repoorts"?, (I attached screenshot).

Unfortunately, not yet... I think this is a gap and have raised an Enhancement Request for it (here).
If you want this to be prioritised to be fixed in future releases then go ahead and vote for it in the ERS system.
