How to restrict previously uploaded document with Public security and added to Archive?

We have many document that are uploaded with Public security (Default ACL) when it was uploaded. We want to hide/restrict users from seeing or accessing these documents so try to archive them. However, any users can still search and see these archive documents so looks like the ACL rule does not take effect in Archive document? Any one experience the same or know a better solution?

You can add a temporary attribute to the document type to make documents "searchable". The use IDM Utilities to update the documents, where the temporary attribute is blank or empty.

While doing the update, set the attribute to true. and run the update in smaller batches based on dates.
