Can we create IPS in Multi Tenant environment to call Command Line(CL) or Print program(PF)?Please let me know.

If you want to call an 'external function' in Multi Tenant, you want to look into Enterprise Connectors.
One option that I have found an easy solution to maintain and that will work seamlessly within ION is to create my own, external, REST API instance, and integrate with ION API's so that my functions can be called as needed on remote instances (i.e. Running SQL Stored Procedures on Remote SQL servers OR executing functionality not reachable from ION.
No Its not possible you can invoke related options but can't call the batch programs directly from IPS.
