Nested Panels on a CompositeForm

Is there a way to nest panels on a CompositeForm? We have a CompositeForm with a set of EEO panels, we'd like to nest them underneath a single accordion panel that expands/collapses. I've only seen this in Transition Management w/Transition Tasks nested beneath the Transition Program Name.

The sub-panel in TA are data-driven and would be a bit involved to configure.  A simple approach might be to have a single EEO panel and a form that has for accordion sections inside it. This wouldn't be panels on the left but might feel like it inside the EEO form.
