Could someone tell me what this parameter means?

I understand that if I leave it empty I can't attach files, or if I put a path “C:/Users/” it shows me a permissions error.
But if I put a generic path,
it does allow me to upload files.
I checked the session help but it doesn't tell me anything at all. Which server does the help refer to? Whose Windows server, Infor's, mine?
