Workspaces - Banner Color

Does anyone know how to change the banner color in workspaces? Before homepages became workspaces I had several homepages with a blue banner with banner specific widgets built in app studio. Now with workspaces the banner is white and all my banner widgets colors are out of whack.

I'm not sure about currently, but with the October CU you can add a banner color or theme through OS->Portal->Settings->Workspace Settings

I don't have all those options under Settings. I only have General Settings. Do you know how to get the rest of those options?

Those were both screenshots from pre-prod. You should be able to see those settings after the October CU.
