Is there a way to restrict or hide this Create button/action on this card view?
Does the CardView actually sit on a list? You might need to restrict it from there...

Thank you so much, Shaheen! That was it. The list was XiManageMyCredentialsList. Create action was already restricted but I found a different action called EmployeeCreate that was specified on the action form that holds the entry form. So I applied restriction to EmployeeCreate and that disabled the + button.
