Would anyone be willing to share their working updated file? I do not understand why INFOR does not provide this file as a part of the fix.

You need to expand on your request. The web.config file for on premises installation of PCM contains company specific data such as database connection strings and links to internal web services. Those couldn't simply be shared.
You referred to a "fix". What were you attempting to do?
